All Shipping companies and Ship’s masters are now fully aware that the new regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport was adopted on 29 April 2015 and entered into force on 1 July 2015. Are you also aware that it is now also expressly provided that the European member states will have to set up a system of penalties for failure to comply with these new obligations?
What does this new regulation mean to me? Whatever the flag of your vessel or wherever your registered office is based as the ship-owner or operator you will now be required to monitor and to report CO2 emissions for each vessel on a per voyage and annual basis. This applies to all vessels above 5,000 gross tonnes calling to any European member state.
Are you ready to submit each of your ships monitoring plans? Prior to commencing your actual monitoring you will first have to develop and submit to tan independent verifier your monitoring plan for each of you ships. Your annual CO2 reports will then be verified and the verifier shall issue a document of compliance that you will need to keep on aboard each vessel.
Timelines
31 August 2017 – Companies are to submit ship-specific monitoring plans to verifiers for approval
1 January 2018 – Per-voyage monitoring to start
30 April 2019 – Verified annual emission reports submitted to the EC
30 June 2019 – Emission data made publicly available by the EC.
